Learn about rebates available through the First Energy Home Performance Program for a variety of energy efficient improvements.

A City sponsored program to encourage homeowners to make their homes more energy efficient.

How to make my home more Energy Efficient

  • Call the Department of Neighborhood Revitalization at 216-491-1373 for more information on how to schedule an energy audit and what the testing entails.
  • An energy audit is a complete assessment of your home including the safety and efficiency of your gas appliances, heating system, air leakage, ventilation, and insulation. You will receive a report detailing health and safety issues that must be addressed for your family’s safety.
  • If an energy audit is recommended, schedule an audit with a reputable firm.
  • The City has contracted with an energy audit firm, Ground Level Solutions, to provide discounted audits to residents. To use this firm, complete an Eligibility Form provided by the City Rehab Specialist.
  • After the initial audit, you will receive a complete report outlining measures you can take to make your home more energy efficient.
  •  The City’s Rehab Specialist is available to help you identify an energy improvement work plan based on the audit report.
  • You will receive a final energy audit after you complete your improvements to test how much more energy efficient your home is.

How to pay for Energy Improvements

  • There are low interest loan programs available to you.
  • If your household income is at or below the City’s Median Income of $63,983, you are potentially eligible for a rebate of up to $1,000 for energy efficient improvements and for the energy audit.
  • After the final audit, you can receive the rebates for the audit and work, if eligible.

City discounted Energy Audits

  • $300 for homes with one heating system
  • $375 for homes with two heating systems (two-families or larger homes)

Qualify for the City Rebates

The City will provide rebates for the cost of the energy audit and 25% of the work if:

  •  Your total household income is at or below the City’s Median Income of $63,983.
  •  $1,000 or more is spent on energy efficient improvements identified during the energy audit.
  •  To qualify, you must complete a City application, provide required documentation, and get City approval prior to starting any work.
  •  You are to select a contractor to do the work. All  work must be approved by Neighborhood Revitalization staff prior to starting to be eligible for a rebate.
  •  All critical health and safety issues MUST be addressed in order to receive a rebate.
  •  The maximum rebate you can receive for energy efficient improvement work is $1,000.
  •  You must get your final energy audit to be eligible for the rebates.
