Reserve a Facility
The City offers residents several facilities for hosting parties, meetings, and events. Rates vary and some restrictions apply. Review the locations and policies to determine which facility best meets your needs and to learn more about reserving/renting the space.

Ice Rink Rental
The Thornton Park Ice Rink may be reserved by private groups for parties during selected times. Rental rates begin at $215 per hour and include skate rental. For availability, email the Recreation Department, or call 216-491-1295.
Picnic Area Tables
Thornton Park Picnic Area tables may be reserved by individuals or groups when not in use for Recreation Department programs. Enjoy a birthday party or host a meeting at the Thornton Park Pool (June through August). A minimum of two weeks advance notice is required. Picnic area table rentals are limited to 25 people per group and the cost does not include admission fees for the pool. Cost is $20 per hour for Shaker residents, picnic area rentals are for residents only, and a two-hour minimum is required. In order to request a reservation, please complete the Thornton Park Facility Reservations form. The pool, pool deck, or any area within the pool fence is not available for parties or reservations.
Community Room Rental
The Community Room at Thornton Park may be reserved by individuals or groups when not in use for Recreation Department programs. Rentals are limited to 30 people per group and the cost does not include admission fees for the rink or pool. Cost is $40 per hour for Shaker residents, and a two-hour minimum is required. In order to request a reservation, please complete the Thornton Park Facility Reservations form.
Ice Arena Tables
Thornton Park Ice Arena tables may be reserved by individuals or groups when not in use for Recreation Department programs. Enjoy a birthday party or host a meeting at the Thornton Park Ice Arena. A minimum of two weeks advance notice is required. Ice Arena tables rentals are limited to 18 people per group and the cost does not include admission fees for the ice rink. Cost is $20 per hour for Shaker residents, $30 per hour for non-residents. A two-hour minimum is required. In order to request a reservation, please complete the Thornton Park Facility Reservations form.
Book your party in the large pavilion at Horseshoe Lake Park up to one year in advance. A permit is required and dates fill quickly. Weekday and weekend reservations are available May 31 through September 4. Reservations are available on weekends only in September. No reservations will be taken for Memorial Day, Juneteenth, Independence Day, or Labor Day. Pavilions may be used on a first-come, first-served basis on these holidays. Requests should be submitted at least two weeks in advance and are limited to two reservations per person per calendar year. Restrooms are open May 1 through October 30. A block party in Shaker is for residents of the street being blocked off (i.e., all residents on the street are invited) and their guests; it is not open to the public; and it is non-sectarian, non-partisan and non-commercial. Block parties are free for residents to attend, although organizers may ask for donations of funds, food and other items to cover the costs of a block party. The City does not block streets for private events or events open to the general public. The person registering for the block party and the contact person for the block party must be a resident of the street.
Getting a Permit
Please complete the Block Party Registration form at least two weeks in advance of your event. Block parties must be registered with the City due to safety issues concerning police and fire routes. Email Erin Rose with additional questions.
Equipment Available
All Shaker block parties receive:
- Special brush pick-up/street cleaning prior to the event
- Delivery of barricades to block the street
- Police car or Fire truck for youngsters to see up close
- Mayor and Council member visits
Contact the Fire Department to obtain a tent permit, if necessary. Also, the City does not have tables or chairs to loan or rent, and the City is not able to deliver equipment (excluding barricades).
Meeting space is available at Stephanie Tubbs Jones Community Building to Shaker residents, organizations, and groups on Mondays through Thursdays for meetings only. The rooms are not available for private parties or gatherings. Our Community Room (114) has a capacity of 150 people and is ideal for larger meetings, lectures, and classes.

Commercial and non-profit use of city property including parks, playgrounds, pavilions, fields, and other open space requires prior approval and a written agreement from the City. Please email Eric Sarley for more information. Depending on the use, fees may be applied.
In order to request use of City and School parks and facilities for programs, Shaker-based organizations should complete the License Agreement Application Form.
