Due to the elevated transmission rates of COVID-19, the Planning Department counter is closed, except by appointment. Electronic submission of plans and applications is preferred and will result in the most expedient review; however, hard copies can be delivered through the drop box at City Hall. If plans are too large to fit through the slot, please leave with the front desk receptionist. Planning Department Social Distancing Protocols
City Hall is open to the public, though capacity is limited due to social distancing protocols. We encourage you to submit digital applications via email to email@example.com. If you prefer to visit City Hall, please make an appointment with the appropriate staff person to assure we are available to serve you. Please contact the Planning Department via phone, email, fax, or regular mail (3400 Lee Road, Shaker Heights, OH 44120). Masks are required to enter City Hall regardless of vaccination status.

The Department also preserves the existing historic character of the City by maintaining thoughtful citizen review processes through the Board of Zoning Appeals, the City Planning Commission, the Architectural Board of Review, the Landmark Commission, and the Public Art Committee. These boards promote health and safety; preserve aesthetic quality; and encourage property owners to invest in and maintain their properties so that they meet the highest quality standards.
The Department administers the zoning code and provides support for planning studies on a wide variety of topics, including comprehensive/strategic planning, transit-oriented development, bicycle/pedestrian planning, traffic studies, public art, streetscape and parks.
