The Horseshoe Lake Dam Rehabilitation project is being managed by the Northeast Ohio Regional Sewer District (NEORSD), which is committed to the modernization of this important structure.
Currently, NEORSD is working with the Ohio Department of Natural Resources (ODNR) to finalize the design for the Horseshoe Lake Dam. Please note that this design phase has been extended, as heavy rain earlier this year required NEORSD to re-evaluate components of the project. In particular, NEORSD and ODNR want to ensure that there will be no detrimental impacts downstream from Horseshoe Lake, specifically at University Circle. Additionally, they will review recommendations from the Lake Erie Direct Tributaries Storm Water Master Plan before finalizing the design.
In spring 2019, ODNR determined that the existing Horseshoe Lake Dam was structurally deficient. As a Class 1 dam, a sudden failure of Horseshoe Lake Dam could cause significant property damage and potential loss of life downstream. For this reason, ODNR directed the City to almost fully drain Horseshoe Lake and keep it drained until the rehabilitation project is complete.
