[ARCHIVED] Sandra Middleton Named Director of Human Resources

Mayor David E. Weiss has announced the promotion of Sandra Middleton to Director of Human Resources, effective immediately. Middleton has served in the City’s Human Resources Department since 2007, most recently as Manager.

Middleton first joined the City as Human Resources Analyst. She was promoted to Senior Human Resources Analyst in 2010 and to Human Resources Manager in 2013. Middleton also serves as Risk Manager for the City and as the Administrator to the Civil Service Commission.

“Sandy is a talented professional who has been integral to the City’s Human Resources Department for more than a decade,” said Mayor Weiss. “I am confident the City will benefit from Sandy’s leadership and look forward to working with her in this new role.”

During her time with the City, Middleton has managed hiring and employee relations, helped negotiate five labor contracts, and overseen the City’s healthcare and workers’ compensation programs. In 2017, she worked closely with the Civil Service Commission to transform the Police Department’s testing procedure for new recruits, which has been instrumental in helping to diversify the City’s police force. 

Prior to joining the Department, Middleton held positions at Ampco System Parking, the Cuyahoga County Board of Commissioners, and Owens Corning. 

Middleton earned a Bachelor of Arts in Management from Purdue University’s Krannert School of Management. She is a member of the International Public Management Association for Human Resources, from which she also earned a certification as a Senior Certified Professional in 2019.
