The worsening dam conditions around the spillway caused a reassessment that dam reconstruction or dam removal were the only options to ensure public health and safety. As part of the reassessment, sediment testing and analysis indicated the need for extensive sediment handling and removal to facilitate either dam reconstruction or dam removal.
